Senior Manager, HR Operations & Policy
Frazer Jones is delighted to be partnering with a global multinational organisation to appoint a Senior Manager, HR Policies and Operations. Based in Singapore, this role offers a unique opportunity for an experienced HR professional to shape and define the organisation’s HR operating model across a growing multi-market footprint.
Reporting to the Chief People Officer, this is a high-impact Centre of Excellence role with a clear mandate to design, build, and institutionalise HR policies, processes, and workflows from the ground up. The successful candidate will be responsible for creating a structured, scalable HR framework that brings consistency and governance across multiple markets, while accommodating local regulatory requirements.
You will take ownership of establishing a cohesive HR policy framework, translating business and compliance requirements into clear, practical policies supported by well-defined workflows and operating standards. Acting as the central architect, you will introduce structure, discipline, and clarity into HR operations, ensuring processes are robust, consistent, and sustainable as the organisation scales. In parallel, you will oversee the broader HR operating model, strengthening employee lifecycle processes, defining service standards, and driving continuous improvement in HR delivery. A key part of the role will also involve ownership of HR systems and data governance, ensuring data integrity, standardisation, and meaningful reporting, while identifying opportunities for automation and efficiency gains.
Operating at a regional level, you will partner closely with in-country HR teams to ensure that centrally designed frameworks translate effectively into local execution. You will also act as a key point of expertise on policy governance and compliance, maintaining alignment with evolving regulatory requirements and ensuring policies remain current and fit for purpose.
The ideal candidate will hold a degree in Human Resources, Business Administration, or a related discipline, and bring 8 to 10 years of progressive HR experience, with a proven track record of building policies, processes, and workflows from first principles within multi-country environments. You will be recognised for your ability to bring structure to ambiguity, with strong organisational, analytical, and problem-solving capabilities. Experience working with HRIS platforms and strengthening data and process discipline will be essential.
