HR Shared Services Lead (Senior Manager Level) | Leads a Team

The Frazer Jones team is pleased to be exclusively partnering with a robust Singapore-headquartered organisation to appoint a HR Shared Services Lead, based in Singapore. This is a critical and newly scoped role within the HR function, with the mandate to lead a seasoned team to oversee and optimise HR operations and processes for the entire organisation (headcount size of approximately 2,200+). This role plays a key part in setting up/shaping the HR Shared Services framework, with the goal of delivering an exceptional employee experience. This is a full-time, permanent position based in Singapore. The role focuses on Singapore only.

Key Responsibilities

You will lead the HR Shared Services function for Singapore, ensuring the seamless delivery of core HR processes for a diverse workforce comprising both blue- and white-collar employees. This includes managing payroll operations, statutory compliance, HRIS administration, and driving process optimisation to enhance efficiency and employee experience. You will oversee end-to-end HR operations, including onboarding, offboarding, benefits administration, and employee data management, while ensuring adherence to local labour laws and company policies.

A key part of the role involves partnering with business leaders and HR stakeholders to align operational practices with organisational priorities, implementing continuous improvement initiatives, and maintaining robust governance and controls. You will also manage key projects such as HR system enhancements.

Ideal Profile

We are seeking an experienced HR Shared Services lead with a strong track record in industries with diverse workforces. Candidates should possess deep knowledge of Singapore employment regulations, payroll processes, and HRIS systems (please indicate the list of systems that you are familiar with). You should have at least 15 years of HR/HR operations experience, with significant exposure to payroll, compliance, and process improvement. Experience leading a team and driving operational excellence in a fast-paced environment is critical.
